SKUAST Kashmir Vice Chancellor Nazir Ahmad Ganai told reporters on the sidelines of a ceremony at NIELIT Srinagar that the university will investigate the report's conclusions whenever they are received. "I have not yet seen the CAG report. We'll look into it as soon as we get it," he stated.
SKUAST Kashmir, according to Ganai, is "one of the fastest developing institutions nationally in efficiency, openness, and building innovations. This is a report from the university's foundation to the present, and there may be some inconsistencies. We will make any necessary changes. But we won't know until we have the report," he said.
The VC stated that it would be premature to speculate on the university's response because "the report has yet to reach us. There may have been some abnormalities in the past, but we focus to the future...how we become the number one company in the country," he continued.
The CAG has recommended for an immediate assessment of sanctioned strength to weed out unnecessary posts and the adoption of UGC regulations in their entirety, citing deficiencies in personnel planning, appointments, career advancement, and entitlements at the twin agriculture institutions in Jammu and Kashmir.
The CAG also advised the implementation of the Subordinate Accounts Course (SAC) Parts I and II to ensure efficiency and quality in the accounting wing of both the SKUAST chapters in Jammu and Kashmir.
"The university's human resources function was far from satisfactory, plagued by irregular appointments, favouritism, and inadmissible financial up-gradations. Lowering the minimal standards for teacher appointments and promotions jeopardized the quality of teaching and research in universities," the CAG stated in its latest compliance audit report for the fiscal year ending March 31, 2021.
