Quality Council of India & UP Govt Launches 'Uttar Pradesh Gunvatta Sankalp' in Lucknow

On March 23, the Uttar Pradesh Government and the Quality Council of India, in conjunction with industry organizations ASSOCHAM, FICCI, IIA, and PHDCCI, launched the Uttar Pradesh Gunvatta Sankalp (Uttar Pradesh Quality Mission) in Lucknow.

The Sankalp was launched by Minister of Cooperation (IC) J. P. S. Rathore in the august presence of Awanish Awasthi, G. N. Singh, and Prof. D. P. Singh, Advisors to the Chief Minister of UP, Anil Agrawal, DGP (Training and Telecom), Ajay Shankar, Former Industry Secretary to the Government of India, and several key officials of the State Government.

Many policymakers, business leaders, practitioners, and academics collaborated to promote and prioritize quality across diverse sectors in Uttar Pradesh and make it a reality for every citizen in the state, according to a government announcement. In launching the Sankalp, Deputy Chief Minister Brajesh Pathak emphasized the state's fast-growing and changing face, fueled by strong law and order, a business-friendly environment, substantial global investments, and a strong focus on social and governance reforms.

Despite the global pandemic, UP has ensured ease of doing business, investment (capital inflow), manufacturing and exports, unprecedented progress in employment, production and procurement in agriculture and allied sectors, infrastructure and connectivity, tourism (particularly religious-cultural), and gross state domestic product in the last five years - all on the pillars of quality and citizen-centricity.

He praised QCI for its vital role in sustaining the quality ethos that has helped to become Uttar Pradesh India's growth engine. J. P. S. Rathore, Minister of Cooperation (Independent Charge), agreed. "The feasibility of a USD 1 trillion economy was formerly questioned, but with this 'double-engine' administration, it is now a distinct possibility." Effective administration has had a significant impact on reducing the mafia culture, and the perseverance of bureaucrats has led to UP's achievement of transitioning from a BIMARU status to a state of achievers. This draws investment to the state.

Through efforts such as Kisan Samman Nidhi and PM Jandhan, technology has been beneficial in decreasing corruption and facilitating the transfer of benefits, hence helping to the transformation of the economy and the abolition of poverty. But, product quality must be enhanced, and technology adoption must be embedded in the DNA of every citizen. The QCI plays a crucial role in accomplishing these goals and ensuring quality at every stage." "We have picked Uttar Pradesh as the first state to introduce the Gunvatta Sankalp."

 "With this project, QCI is expanding its reach into the grassroots to effect meaningful change for the betterment of every Indian citizen," said Jaxay Shah, Chairperson of QCI. He stated that QCI seeks to accelerate the Uttar Pradesh government's actions by promoting quality through leveraging services across sectors like as education, health, MSMEs, and skilling. The Sankalp emphasised the importance of Uttar Pradesh transitioning from "Aatmanirbhar Pradesh" to "Daata Pradesh," where Uttar Pradesh delivers services to the nation.

It aimed to contribute to the state's vision of becoming a knowledge superpower by taking the lead in adopting transformative digitalisation, instilling a culture of transparency and accessibility, optimising land and water usage, charting a comprehensive infrastructure and waste management strategy, and launching an industry-led quality movement. "The industriousness of the people at the helm of the State Government, led by Chief Minister Yogi Adityanath, is ascribed to UP's soaring rank in all quality categories." The Gunvatta Sankalp reflects that dedication.

This Gunvatta Sankalp, the first of its kind in India, is being organised by QCI in collaboration with a State and focuses on four key pillars: quality as a driver of the USD 1 trillion economy, MSMEs, healthcare services, and education and vocational training," said Dr Ravi P. Singh, Secretary General, QCI. The roadmap from the UP Gunvatta Sankalp will chart the course for quality in the state, with QCI serving as a partner with the government.

QCI has constituent Boards that provide accreditation in their respective fields, such as NABL for labs and NABH for hospitals, NABCB for certification and inspection organisations, and NABET for education and training. The national quality campaign is overseen by the National Board for Quality Promotion. Jaxay Shah, CMD of Savvy Group of Companies, has been appointed as the Chairperson of QCI by the Prime Minister of India.
