Dr. Jitender Singh, the Minister of State for the Department of Administrative Reforms & Public Grievances (DARPG), inaugurated Special Campaign 3.0 at the National Media Centre in New Delhi on September 14, 2023.
The campaign aims to address and reduce the backlog of pending work in government offices. Special Campaign 3.0 will be executed in two phases: the Preparatory Phase from September 15 to September 30, 2023, and the Main Phase from October 2 to October 31, 2023. During the Preparatory Phase, Nodal Officers from various divisions, subordinate/attached offices, public sector undertakings (PSUs), autonomous bodies, and authorities under the administrative purview of the Department of Administrative Reforms & Public Grievances have been tasked with identifying pending work according to DARPG's guidelines.
The department and its associated offices have already released one PIB Note and over 100 Tweets on the preparatory phase through various social media platforms, including Twitter, LinkedIn, Instagram, Koo, Facebook, Threads, Public app, and others. Secretary (DA&FW), accompanied by the Additional Secretary and Joint Secretary, conducted inspections on different floors of Krishi Bhawan to assess the cleanliness of the building.
As part of the preparatory phase, a team comprising Nodal Officers and other officers/officials from the Department of Administrative Reforms & Public Grievances visited the department's Record Room. They discovered that out of the 23,343 files in the Record Room, 8,130 old files require review.
To facilitate the Preparatory Phase, three video conferencing meetings, chaired by the Joint Secretary along with the Nodal Officer of the Department, were conducted with Nodal Officers from various divisions, attached and subordinate offices. During these meetings, the Nodal Officers were urged to provide specific targets related to site cleanliness, space management, disposal of scrap and redundant items, handling of references from MPs, state governments, inter-ministerial references, parliament assurances, PMO references, public grievances and appeals, and record management.
During the Preparatory Phase, which ran from September 15th to September 30th, 2023, the following parameters/targets were identified for the Divisions of DA&FW and its Subordinate / Attached Offices, PSU, Autonomous Bodies, and Authorities for the special campaign 3.0:

The Main Phase of Special Campaign 3.0 is scheduled to commence on October 2, 2023. During this phase, rigorous and dedicated efforts will be undertaken to achieve the targets set during the Preparatory Phase for all divisions, field offices, and outstation offices under the administrative jurisdiction of the Department of Administrative Reforms & Public Grievances.
