ICAR Revises Educational Qualifications for Entry-Level Scientists in Agricultural Research Service Examination

This alteration in the educational qualification criteria aims to streamline the recruitment process and ensure that qualified candidates have a fair opportunity to enter the field of agricultural research.

The Indian Council of Agricultural Research (ICAR) has made a significant revision regarding the minimum educational qualifications for the direct recruitment of entry-level scientists through the Agricultural Research Service (ARS) Examination. Previously, as per the Council's OM (Office Memorandum), candidates were required to possess a Ph.D. degree in the relevant subject for direct recruitment. However, a recent decision has been made to revert this requirement to a Master's degree in the relevant subject.

This decision comes after careful consideration and review by the Council, in consultation with all stakeholders, taking into account the University Grants Commission (UGC) regulations. The UGC's (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) (2nd Amendment) Regulations, 2023, with their subsequent public notice were key factors in this decision-making process.

As a result of this review, the minimum educational qualification for direct recruitment of entry-level ARS scientists has been reverted to a Master's degree in the relevant subject. This decision has been made with the approval of the Competent Authority within the ICAR.

This change effectively supersedes the previous OM. The revised essential educational qualification, i.e., a Master's Degree in the relevant subject, will be applicable from the date of the issuance of this latest Office Memorandum.

It reflects the Council's commitment to maintaining standards in higher education and promoting excellence in agricultural research and development across India.
