Govt Launches PM GatiShakti - Offshore to Boost India’s Blue Economy and Green Energy

The new platform integrates data from multiple ministries to streamline offshore planning and resource management. It will also support sustainable fisheries development and protection of marine ecosystems along India’s coastline.

On October 13, 2025, the government launched PM GatiShakti – Offshore, a first-of-its-kind digital platform for planning and managing offshore development, at an event celebrating four years of the PM GatiShakti National Master Plan (NMP). The event was chaired by Union Commerce and Industry Minister Piyush Goyal.

The new platform aims to strengthen India’s Blue Economy, promote green energy, and support sustainable coastal development. It provides a unified geospatial interface that consolidates crucial datasets from multiple ministries and departments, enabling data-driven decision-making for projects such as offshore wind farms, marine resource exploration, and coastal infrastructure.

Developed through a Whole-of-Government approach, PM GatiShakti - Offshore brings together datasets from key ministries, including New and Renewable Energy, Environment, Petroleum and Natural Gas, Ports, Shipping and Waterways, Fisheries, Mines, Power, and Telecommunications. The integration will help ensure seamless planning, regulatory alignment, and optimal utilization of offshore potential.

PM GatiShakti - Offshore hosts geospatial layers across energy, environment, infrastructure, logistics, and oceanic hazard data. It includes details on offshore renewable energy zones, oil and gas fields, seabed topography, coastal regulation zones, marine habitats, and hazard indicators such as wave height, surface currents, and earthquake zones.

The platform will help identify infrastructure overlaps, regulatory bottlenecks, and environmentally sensitive areas, thereby reducing project delays and risks. For instance, in planning a High Voltage Direct Current (HVDC) subsea link between the mainland and the Andaman and Nicobar Islands, bathymetry data can identify suitable seabed depths, while ecological layers can protect coral reefs and mangroves.

PM GatiShakti - Offshore is expected to enhance precision, transparency, and sustainability in offshore projects by enabling multi-layered analysis and visualization.
