Union Minister for Rural Development Giriraj Singh onboarded 19 captive employers as part of the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) in New Delhi today. Captive employers will train rural poor youth and employ them in jobs within their company or subsidiary.
Union Ministers of State Kapil Moreshwar Patil (Panchayati Raj), Sadhvi Niranjan Jyoti (Rural Development and Consumer Affairs, Food & Public Distribution), and Faggan Singh Kulaste (Rural Development and Steel) also graced the occasion. Addressing at the ceremony, Giriraj Singh stated that India has the potential to become the world's skill capital, and that the MoU inked between the MoRD and the Captive Employers is the first step towards that goal. In the first phase, 19 Captive Employers have been hired to train and employ over 31,000 rural youth.
"We are sure that the number of employment generated will increase from 30,000 to 1,30,000 in the future," he said. He also emphasized the importance of the Ministry and the States organizing meetings with the CII, FICCI, PHD Chamber of Commerce, and MSME Organizations.
In his speech, MoS Kapil Moreshwar Patil stated that the Ministry of Rural Development, through its DDU-GKY programme and partner Project Implementing Agencies (PIAs), is assisting rural youth find their ground by providing them with employment opportunities and thereby empowering them financially. He also urged Captive Employers to notify other business partners about the initiative and realize the benefits of having a ready supply of trained Human Resources.
In his address to the gathering, MoS Faggan Singh Kulaste stated that this is a 'Rozgar Mela' (Employment Fair), and the more kids who attend and build trust in the system, the better. "This is our Prime Minister Narendra Modi's dream, and this is the true Make In India," he said.
MoS Sadhvi Niranjan Jyoti stated that the captive employment scheme is an important Ministry endeavour. "Every individual is a source of great possibilities," she remarked. This project will inspire our youth to realise their full potential and become AatmaNirbhar (self-reliant). It will also help bridge the industry's human resource needs."
During the event, Memorandums of Understanding (MoU) were signed with 19 companies to participate as captive employers in the Ministry of Rural Development's (MoRD) ambitious plan to provide livelihoods to rural youth through the DDU-GKY programme. The selected captive employers would train rural poor kids in their respective businesses, such as hospitality, apparel and textiles, manufacturing, IT/ITeS, telecom, retail, and power, among others. The most recent project aims to provide hands-on training with the relevant PIA that meets industry standards.
The dignitaries also handed out appointment letters to 10 selected freshly trained candidates through the curriculum during the event. These candidates have recently completed their On-the-Job Training (OJT) following training completion.

'Captive Employment' is a first-of-its-kind programme that aims to address the goal of a dynamic and demand-based skilling ecosystem that caters to the needs of industrial partners while also ensuring long-term placements for rural impoverished kids. The idea is a boost for the DDU-GKY programme, as it ensures post-training placement of applicants for a minimum of six months at a CTC of Rs 10,000/-. This programme will be a huge help to the rural poor in terms of supplementing their job needs and improving their standard of living. This programme will also help to achieve the aims of sustainable development.
