The Sub-Committee for operationalization of the Graded Response Action Plan (GRAP) of the Commission for Air Quality Management in NCR & Adjoining Areas (CAQM) called an emergency meeting this morning in response to the abrupt deterioration of the air quality in Delhi-NCR. The committee, reviewing the air quality scenario, meteorological conditions, and air quality index (AQI) forecasts, observed a significant spike in the AQI of Delhi due to unfavorable climatic conditions and local pollution sources.
Current Air Quality Situation
At 10 AM and 11 AM today, the average AQI for Delhi stood at 458 and 457, respectively. The Sub-Committee noted that the spike in the average AQI (> 450) is expected to remain in the ‘Severe’ category (401-450) for the next few days, attributing it to continuing unfavorable meteorological and climatic conditions.
Activation of GRAP Stage-III
To prevent further deterioration, the Sub-Committee has decided to re-invoke all actions under Stage-III of the revised GRAP, applicable when Delhi’s AQI ranges between 401-450. This decision supplements the preventive and restrictive measures already in force under Stage-I and Stage-II of GRAP in NCR.
8-Point Action Plan Implementation
The Sub-Committee has outlined an 8-point action plan under Stage-III of GRAP, effective immediately. Various agencies and Pollution Control Boards of NCR and DPCC have been directed to ensure strict implementation of these measures. The key actions include:

Intensifying mechanized/vacuum-based road sweeping.

Daily water sprinkling with dust suppressants on roads and right-of-ways.

Increasing public transport services with differential rates for off-peak travel.

Implementing a strict ban on most construction and demolition activities with specific exemptions.

Closure of stone crushers.

Shutdown of all mining and associated activities in NCR.

Strict restrictions on plying BS III petrol and BS IV diesel LMVs in specific districts.

Consideration of discontinuing physical classes in schools for children up to Class V and conducting online classes.
Citizen Cooperation Appeal
The CAQM appeals to the citizens of NCR to cooperate in implementing GRAP measures. Citizens are advised to adopt cleaner commuting options, reduce trips, and follow guidelines provided in the Citizen Charter under GRAP. The revised schedule of GRAP is available on the Commission’s website (Link).
