Delhi's AQI Surpasses 350, Stage-III GRAP Measures Activated Across NCR to Combat Worsening Air Quality

Stage-III of the Graded Response Action Plan has been invoked across the NCR, implementing strict measures such as restrictions on construction activities, vehicle emissions, and the closure of polluting industries.

On January 29, 2025, the Commission for Air Quality Management (CAQM) Sub-Committee imposed Stage-III of the Graded Response Action Plan (GRAP) across the National Capital Region (NCR) to combat the worsening air quality. This decision came as Delhi’s Air Quality Index (AQI) crossed 350, reaching 365 in the afternoon. According to the Central Pollution Control Board (CPCB), the AQI for the day continued to worsen due to factors like calm winds, low ventilation, and the smoggy conditions prevailing over the region.

In response to the concerning situation, the Sub-Committee held an emergency meeting to assess the air quality data, including meteorological forecasts provided by the Indian Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM). The data revealed a sharp increase in AQI levels, prompting the immediate implementation of Stage-III measures under the GRAP to prevent further deterioration.

The 9-point action plan for Stage III is now in effect across the National Capital Region (NCR), adding to the measures already implemented in Stages I and II. These actions include strict restrictions on dust-producing construction and demolition activities, such as earthwork, piling, and major welding operations.

The Sub-Committee has also mandated the closure of stone crushers and mining operations throughout the region. Additionally, there are severe restrictions on the operation of BS-III petrol and BS-IV diesel vehicles, particularly light motor vehicles and medium goods vehicles, unless they are essential for critical services.

In addition, the Sub-Committee has directed the state governments of NCR to implement measures like hybrid schooling for younger students, staggered office timings, and more efficient public transportation to reduce pollution. The government has also recommended actions like walking, cycling, and the use of cleaner commute options, including public transport and carpooling.

Authorities have emphasized that cooperation from citizens is essential for the success of GRAP. In particular, individuals are urged to minimize personal vehicle use, avoid burning coal and wood for heating, and take steps to limit unnecessary travel.
