Delhi’s air quality has sharply declined, with a daily average Air Quality Index (AQI) of 310, placing it in the "Very Poor" category, as reported by the Central Pollution Control Board (CPCB). According to forecasts from the Indian Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM), this poor air quality is likely to persist in the coming days due to unfavourable weather conditions.

To address the situation, the Sub-Committee responsible for enforcing the Graded Response Action Plan (GRAP) met to review the air quality scenario and forecasts. Following the assessment, the Sub-Committee has decided to invoke Stage-II of the revised GRAP for Delhi and the National Capital Region (NCR), effective from 8:00 a.m. on October 22, 2024. This action comes in addition to the Stage-I measures already in force and aims to prevent further deterioration of air quality.

An 11-point action plan will be implemented under Stage-II, which includes mechanical road sweeping, water sprinkling to reduce dust, and intensified inspections at construction sites to ensure compliance with dust control measures. There will also be enhanced traffic management to reduce congestion and smooth traffic flow. Power supply will be ensured to discourage the use of diesel generators, a significant contributor to air pollution.

The Sub-Committee has also urged residents to adhere to measures outlined in the GRAP Citizen Charter, which includes minimizing the use of personal vehicles, using public transport, and avoiding polluting activities such as open burning of waste or biomass. Construction activities that generate dust should also be avoided during this period.

In addition, agencies like the Pollution Control Boards (PCBs) of NCR states and the Delhi Pollution Control Committee (DPCC) are tasked with ensuring the strict enforcement of these measures.

The Commission for Air Quality Management will closely monitor the air quality situation and review the effectiveness of these measures regularly to safeguard public health and improve the region's air quality.
