The Government of India has approved amendments to the Electricity (Rights of Consumers) Rules, 2020, with a special focus on facilitating solar energy adoption. The amendments were spearheaded by Union Minister for Power and New and Renewable Energy, R. K. Singh to reduce the turnaround time for getting new electricity connections and simplify the process of setting up rooftop solar installations.
Empowering Prosumers with Rooftop Solar
These reforms are concerted efforts to simplify and expedite the installation process of rooftop solar photovoltaic (PV) systems, unlocking the potential for individuals and businesses to become prosumers—both producers and consumers of electricity. Under the revised rules, the requirement of a technical feasibility study has been waived for systems up to 10 kW capacity, while timelines for larger systems have been reduced from twenty days to fifteen days.
Furthermore, distribution companies are now mandated to shoulder the costs of strengthening distribution systems for rooftop solar PV systems up to 5 kW capacity, streamlining the transition to solar energy for households and businesses alike.
Dedicated Support for Electric Vehicles
Recognizing the pivotal role of electric vehicles (EVs) in combating climate change and reducing carbon emissions, the government has introduced provisions for consumers to obtain separate electricity connections specifically for charging their EVs. This approach aligns with India's ambitious target of achieving net-zero emissions by 2070 and also underscores the country's commitment to fostering a greener, cleaner transportation ecosystem.
Streamlined Connection Processes
In a bid to enhance accessibility and efficiency in electricity provision, the amendments introduce streamlined processes for obtaining new connections across various geographic regions. From bustling metropolises to remote rural areas, consumers can now expect significantly reduced timelines for acquiring electricity connections, heralding a new era of accessibility and inclusivity in India's electricity distribution landscape.
The period for obtaining a new electricity connection under the Rules has been reduced from seven days to three days in metropolitan areas, from fifteen days to seven days in other municipal areas, and from thirty days to fifteen days in rural areas.
However, in rural areas with hilly terrain, the period for new connections or modifications in existing connections remains at thirty days.
Consumer Choice and Transparency in Residential Communities
The reforms also extend a respite to consumers residing in residential colonies and multi-story buildings, granting them the autonomy to choose between individual or single-point connections for their premises. Through transparent balloting processes facilitated by distribution companies, residents can now exercise greater control over their electricity consumption, while ensuring transparency and fairness in metering and billing practices.
Metering, billing, and collection can be done separately for (i) individual electricity consumption sourced from the distribution licensee, (ii) individual consumption of backup power supplied by the residential association, and (iii) electricity consumption for common areas of such residential associations, which is sourced from the distribution licensee.
Empowering Consumers Through Complaint Resolution
In a bid to fortify consumer rights and address grievances swiftly, the amendments mandate the installation of additional meters in cases where consumers raise concerns about meter reading inaccuracies.
