
In a major push for India’s biotechnology sector, Department of Biotechnology (DBT), and the Assam Government have signed a landmark Memorandum of Understanding (MoU) under the BioE3 (Biotechnology for Economy, Environment, and Employment) Policy. This first-of-its-kind Centre-State partnership aims to drive high-performance biomanufacturing and build a sustainable biotechnology ecosystem in Assam.
The BioE3 Policy, approved by the Union Cabinet on August 24, 2024, is designed to position India as a global leader in bio-based innovations. It focuses on sustainable biomanufacturing across diverse fields, including bio-based chemicals, active pharmaceutical ingredients (APIs), biopolymers, enzymes, climate-resilient agriculture, functional foods, smart proteins, carbon capture and utilization, precision biotherapeutics.
Additionally, it promotes futuristic research in marine and space biotechnology. The policy also emphasizes the development of BioEnablers such as biofoundries, biomanufacturing hubs, and BioAI platforms to support these industries.
Under this MoU, DBT will provide strategic guidance and facilitate partnerships, while the Government of Assam will lead state-level initiatives by establishing a dedicated BioE3 Cell and developing the Assam BioE3 Action Plan. This initiative aligns with Assam’s vision to harness its rich biodiversity and agricultural potential to build a thriving biomanufacturing ecosystem
The signing of the MoU follows extensive consultations and high-level meetings, including the Centre-State Partnership Conclave, chaired by Union Minister of Science & Technology Dr. Jitendra Singh. During the conclave, states were encouraged to collaborate with DBT and establish State BioE3 Cells to drive biotechnology innovation.
Dr. Ravi Kota, Chief Secretary of the Government of Assam, highlighted the state's proactive approach, noting that the Assam Cabinet has approved the Assam BioE3 Action Plan. He emphasized that multiple stakeholder discussions were conducted to align the plan with Assam’s strategic vision for biotechnology development.
Dr. Rajesh S. Gokhale, Secretary of DBT, underscored the significance of Centre-State collaboration in realizing the objectives of the BioE3 Policy. He described it as a transformative framework aimed at fostering sustainable development, generating employment opportunities, and promoting environmental sustainability.
The MoU signing ceremony took place at DBT headquarters in New Delhi in the presence of key dignitaries, including Dr. Rajesh S. Gokhale, Secretary, DBT; Dr. Ravi Kota, Chief Secretary, Government of Assam; Dr. Alka Sharma, Senior Adviser, DBT; Pallav Gopal Jha, Secretary, Department of Science, Technology & Climate Change, Government of Assam; and Dr. Jitendra Kumar, MD, BIRAC.
