
The Bihar government has proposed a comprehensive scheme to promote the use of mulching techniques in agriculture, aiming to enhance crop productivity, conserve water, and support climate-resilient farming. The initiative includes the use of plastic, jute, and agro-textile mulches, with a strong focus on both economic and environmental benefits for farmers.
Deputy Chief Minister and Agriculture Minister Vijay Kumar Sinha has endorsed the proposal, describing it as a forward-looking move to modernize agricultural practices in the state. As part of the plan, farmers will be eligible for a one-time subsidy covering 50% of the unit cost—estimated at Rs 40,000 per hectare—for adopting plastic mulch on their farms.
Sinha has emphasized that the proposal aims not only to boost crop yield but also to build a more resilient farming system—one that can cope with climate unpredictability, use water more efficiently, and improve the quality of agricultural produce.
In addition to plastic mulch, the government has proposed promoting biodegradable options such as jute and agro-textiles to align with its vision of environmentally responsible agriculture and long-term soil health.
The scheme, which is expected to be implemented across all districts, also includes technical training programs, field demonstrations, and awareness campaigns to help farmers understand and adopt mulching practices effectively.
