The state will have to work together with the Central government  for the benefit of the farmers, after increasing the minimum support price, the government has now started to ensure the procurement of farmers. In view of the widespread procurement of produce to ensure that benefit will reach to all the farmers. The government is considering a purchase guarantee scheme. The continuous  sessions  of high level meetings are taking place in government in this regard.

The advantage of the increase in MSP is reaching only to the marginal farmers. The states which have a government procurement system can benefit. But the government is committed to that benefit should reach  even  the last farmer of the country. To meet the need for change in the cost of the purchase system, the State Governments will also have to cooperate, in which many other laws including Market law have to be amended.

Proposed purchase guarantee scheme of agricultural produce will be different from the existing purchase system. In the negotiations of the proposed system, there will be details of the commodities being sold to the private traders in open market markets. With this, the generated profit  between MSP and market will be deposited in the farmers' accounts.

The amount of difference in value will have to be borne jointly to the central and the states. A group of nine senior ministers was constituted under the chairmanship of Union Home Minister Rajnath Singh to prepare the outline of the new procurement system. The bench of 9 ministers has submitted its recommendations to the government. But those recommendations on the Prime Minister's Office are yet to be stamped. On Tuesday, a meeting was convened in the Prime Minister's Office regarding this issue, in which various aspects were discussed.
