Prime Minister Narendra Modi launched the Pradhan Mantri Dhan-Dhaanya Krishi Yojana (PMDDKY) on October 11, 2025, at IARI Pusa, New Delhi. With an annual outlay of Rs 24,000 crore for six years starting from FY 2025–26, the scheme aims to transform agriculture in 100 underdeveloped districts across India.

What is PM Dhan-Dhaanya Krishi Yojana

Pradhan Mantri Dhan-Dhaanya Krishi Yojana (PMDDKY) is a farmer-centric initiative launched by the Prime Minister to boost agricultural productivity and rural incomes. Instead of creating new programmes, the scheme brings together 36 existing Central schemes and aligns them with state-level initiatives to directly benefit farmers.

Targeting 100 districts with low productivity and limited access to credit, PMDDKY focuses on sustainable farming, irrigation, post-harvest infrastructure, and allied sectors such as animal husbandry, fisheries, and beekeeping. With a total investment of Rs 24,000 crore over six years, it aims to create resilient, technology-driven, and self-reliant rural livelihoods.

A Convergence Model, Not Another Scheme

What makes PMDDKY stand out is its convergence-based model. Instead of launching a new standalone scheme, it unites 36 existing Central schemes across 11 different ministries under a single, coordinated framework. The objective is simple yet impactful, to ensure that these programmes reach farmers efficiently, eliminate duplication, and maximize results at the grassroots.

Drawing inspiration from the Aspirational Districts Programme, which has been transforming 112 underdeveloped districts since 2018, PMDDKY will directly benefit around 1.7 crore farmers. The scheme also promotes state participation and private sector partnerships, building a comprehensive and collaborative agricultural ecosystem.

Why These 100 Districts?

The selection criteria for PMDDKY focus on districts facing three persistent challenges, low agricultural productivity, limited cropping intensity, and poor credit flow. Each state and union territory will have at least one district included, ensuring balanced regional representation. These districts will receive customized interventions suited to their agro-climatic conditions and cropping patterns.

PM Dhan-Dhaanya Krishi Yojana: Objectives

PMDDKY rests on five key pillars that address agriculture in a holistic way:

  1. Enhancing agricultural productivity through modern techniques and quality inputs.

  2. Promoting crop diversification and sustainable practices to improve resilience and reduce crop dependency.

  3. Strengthening post-harvest infrastructure at the panchayat and block levels to minimize losses and boost market access.

  4. Improving irrigation facilities to ensure reliable and efficient water use.

  5. Expanding access to agricultural credit, both short-term and long-term, empowering farmers financially.

These goals aim to create climate-resilient, market-oriented farming systems that can adapt to changing environmental and economic conditions.

PMDDKY: Institutional Framework

At the district level, District Dhan-Dhaanya Krishi Yojana (DDKY) Samitis will be established, chaired by the District Collector or Gram Panchayat head. These committees, comprising progressive farmers and departmental officials, will prepare a District Agriculture & Allied Activities Plan, based on consultations, local cropping patterns, and agro-ecological analysis.

Progress will be tracked through 117 Key Performance Indicators (KPIs) on a central monitoring dashboard, reviewed monthly for accountability and transparency.

The three-tier governance framework, district committees, state-level steering groups, and national oversight bodies, will ensure seamless coordination and timely issue resolution. Central Nodal Officers will supervise on-ground implementation through regular field visits and coordination with local teams.

Knowledge and Digital Support

PMDDKY will draw on the expertise of Central and State Agricultural Universities, paired with each district as knowledge partners. NITI Aayog will provide strategic guidance, capacity-building, and performance tracking.

A dedicated mobile app and digital dashboard will allow farmers to access localized information in regional languages and monitor district-level progress, promoting transparency, participation, and healthy competition.

Expected Outcomes

PMDDKY goes beyond traditional crop farming by focusing on fruits, fisheries, beekeeping, animal husbandry, and agroforestry. By integrating technology, institutional support, and local capacity, the scheme aims to raise productivity, create local livelihoods, increase domestic production, and strengthen India’s journey towards Atmanirbhar Bharat.

With a robust financial commitment of Rs 24,000 crore annually for six years, the PM Dhan-Dhaanya Krishi Yojana blends convergence, decentralised planning, and real-time monitoring to address long-standing challenges in Indian agriculture. Its aim is to foster sustainable growth and prosperity in rural India.
