PM-KISAN Samman Nidhi: Role of Direct Income Support in Strengthening Farm Households

The PM-KISAN scheme provides ₹6,000 annually via DBT to 11 crore+ farmers, reducing financial constraints and improving productivity. Despite administrative challenges, it remains a vital pillar for India’s rural economic security.

Agriculture continues to be the primary source of livelihood for a large proportion of India’s population. However, many farmers, particularly small and marginal, face financial constraints in meeting cultivation expenses such as seeds, fertilizers, labour, and irrigation. In order to provide direct financial support to farming households, the Government of India launched the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme in February 2019.

The programme provides an annual income support of ₹6,000 to eligible farmers, which is transferred directly to their bank accounts through the Direct Benefit Transfer (DBT) system in three equal instalments of ₹2,000 each. The scheme aims to supplement farmers’ income and assist them in managing agricultural input costs, thereby contributing to their improved farm productivity and economic security.

Coverage and Scale of the Scheme

PM-KISAN has become one of the largest income support programmes for farmers in India. Since its introduction, the scheme has covered millions of farm households across the country. More than 11 crore farmer families have benefited from the scheme through direct financial transfers to their bank accounts. 

At the state level, the scheme has also had substantial outreach. For example, in Chhattisgarh, a large number of farmers receive instalments under PM-KISAN Samman Nidhi each year. During the 18th instalment cycle (August–November 2024), about 25 lakh farmers in Chhattisgrah received their payment of ₹2,000 through the programme. This wide coverage indicates the significant role played by PM-KISAN Samman Nidhi in providing supplementary income to rural households.

Importance of Direct Benefit Transfer

One of the distinctive features of PM-KISAN Samman Nidhi is the use of the Direct Benefit Transfer mechanism. Through DBT, financial assistance is transferred directly into the beneficiary’s bank account without the involvement of intermediaries which enhances transparency, reduces administrative delays, and minimizes the risk of leakages in the distribution process.

Direct income support can help farmers address immediate financial needs during agricultural seasons. For instance, the amount received under PM-KISAN Samman Nidhi may be used for purchasing quality seeds, fertilizers, plant protection chemicals, or other essential inputs required for cultivation. Even though the amount may appear modest, it can contribute to timely input purchase and reduce dependence on informal credit sources.

Administrative Requirements for Beneficiaries

For getting the benefits of this scheme, certain administrative requirements must be fulfilled by beneficiaries. These include proper linking of Aadhaar numbers with bank accounts, completion of electronic Know Your Customer (e-KYC) procedures, and accurate land record documentation. These requirements are necessary to ensure that financial assistance reaches the right beneficiaries without any duplication or errors.

In many cases, delays in instalment payments are associated with discrepancies in personal details, inactive bank accounts, or incomplete documentation. Therefore, maintaining updated records and completing verification procedures are important steps for farmers to continue receiving benefits under the scheme.

Challenges in Implementation

Despite its wide coverage, the implementation of PM-KISAN has encountered several challenges. One of the major issues relates to inaccuracies in land records, particularly in rural areas where ownership records may not always be updated. Such discrepancies can result in eligible farmers being excluded from the beneficiary list.

Another challenge includes awareness among farmers regarding registration procedures, verification requirements, and online tracking of payment status. Limited digital literacy in farmers also stops them from accessing the online portal and monitoring their payment information independently.

Addressing these challenges requires improved coordination between agricultural departments, revenue authorities, and local institutions. Awareness programmes and support services can also help farmers understand the procedural requirements of the scheme.

Role in Strengthening Farm Income

From an agricultural economics perspective, income support schemes such as PM-KISAN Samman Nidhi play a significant role in stabilizing farm household income. Small and marginal farmers often face fluctuations in production due to weather conditions, pest attacks, or market price volatility. In such circumstances, even modest financial assistance can provide a buffer against short-term financial stress.

Moreover, when combined with other agricultural programmes—such as crop insurance schemes, soil health management initiatives, and institutional credit facilities (KCC)—the impact of the scheme is strengthened.

Conclusion

The PM-KISAN Samman Nidhi scheme represents an important policy initiative aimed at providing direct financial assistance to farmers across India. By transferring income support directly to farm households, the scheme contributes to reduce financial constraints and enable farmers to manage essential cultivation expenses at the right time.

Although certain administrative and implementation challenges remain, the scheme has played a significant role in strengthening the financial condition of the farmers. Continued efforts to improve awareness, updated land records, and streamline verification processes can further enhance the effectiveness of the programme in supporting farmers.
