The Department of Fisheries, under the Ministry of Fisheries, Animal Husbandry, and Dairying, Government of India, is currently steering the Pradhan Mantri Matsya Sampada Yojana (PMMSY). With an estimated investment of Rs. 20,050 crores, this scheme is set to revolutionise the fisheries sector in India, fostering holistic development and ensuring the welfare of fishers. Launched for five years from FY 2020-21 to FY 2024-25, PMMSY aims to bridge critical gaps in the fisheries value chain, from production and productivity to post-harvest infrastructure and marketing.
The Blue Revolution
The genesis of PMMSY lies in the vision of the Prime Minister of India, who called for ushering in the Blue Revolution, depicted in the blue color of the Ashok Chakra. The earlier Blue Revolution scheme, initiated in 2015, laid the foundation for integrated and responsible development, resulting in substantial increases in fish production, productivity, and exports.
PMMSY is designed to harness the potential of the fisheries sector sustainably, ensuring inclusivity and equity. The scheme aims to enhance fish production, modernise the value chain, and double the incomes of fishers and fish farmers. It also seeks to contribute significantly to the agricultural Gross Value Added (GVA) and exports, all while securing the social, physical, and economic well-being of stakeholders.
Targets of PMMSY
The PMMSY has set ambitious targets, including increasing fish production to 22 million metric tons by 2024-25, augmenting aquaculture productivity, and doubling domestic fish consumption. Economic goals encompass raising the contribution of the fisheries sector to agricultural GVA, doubling export earnings, and reducing post-harvest losses. The scheme also aims to generate employment opportunities and double the incomes of fishers and fish farmers.*
The Department of Fisheries has identified nine strategic priorities under PMMSY, spanning marine and inland fisheries, fishermen welfare, infrastructure development, aquatic health management, ornamental fisheries, coldwater fisheries, seaweed cultivation, and other important activities. These priorities provide a comprehensive roadmap for the holistic development of the fisheries sector.
