Haryana government announced on Thursday that the government would make payments to farmers for the procured crop within 48 hours. He added that the government had given another 24 hours’ time to the bank to make payment directly in the farmer’s account. The complete process will take 3 days or 72 hours; after that, the farmer will get interest together with the amount of procured crop in delayed payment. The CM announced that the interest rate would be 9% [bank rate plus one percent].
Haryana CM also announced a significant relaxation in outstanding payment of interest and penalties for Arthiyas or commission agent. According to his announcement, Arthiyas will be extended a 40 percent interest waiver on the default amount and a100 percent waiver of penal interest.
Haryana government announced this news to ensure that no delayed payment to be made to farmers during the Rabi procurement.“To protect the farmers, the government has made this arrangement of payment of the procured crop within a specific period and they also fixed the responsibilities to get the things are done well in time. Besides, timeline, the government has decided to make the payment directly in the farmers verified account in 72 hours [ 48 hours for the government to release the amount to the bank, and then the bank will take another 24 hours to make payment in farmers account] of submission of I- form in the mandis. In case the payment has not been made, then the farmer will get the interest of 9%”.
Khattar has also updated about the procurement arrangements; he added,” Appropriate arrangements have been made for the smooth functioning of rabi crop commencing from April 1, and related departments and procurement agencies have been directed to ensure that farmers do not face any problems while selling their produce in different mandis across the state. Smooth and hassle-free procurement and payment will be secured by making initial scheduling plans so that farmers will not face any issues. If required, the government will increase the procurement centers.
Haryana CM also issued a standard operating procedure booklet for farmers. “In the brochure, all SOPs/guidelines have mentioned for every stakeholder, including farmer, arthiyas, marketing board, transporter, banks, etc., and they have asked to go through with the guidelines to ensure implementation of these SOPs throughout the procurement season.
Besides this, Health measures have also been made in advance to minimize the health risk to those engaged in procurement operation,” he added.
New Scheme Launched “Antyodaya”
He was also talking about the initiative that his government has taken “To uplift the poorest of the poor in the spirit of Antyodaya a new scheme ‘MukhyamantriAntyodayaUtthan Abhiyan’ has been announced that it shall be launched from today, dated April 1. The Abhiyan aims to get the verified data from ParivarPehchan Patra [PPP] and identify the most impoverished lakh families in the state. Under this package, the government will measure education, skill development, wage employment, self-employment, and job creation will be adopted and tailored to each verified family to ensure their socio-economic upliftment. Identifying the impoverished families through PPP survey has been started and till today the data of approx.13000 families demonstrated.
One Time Registration Portal extended till May
The last date of registration on the one-time registration portal for group C and D category Posts raised from March 31, 2021, to May 31, 2021. With the launch of the OTR portal, youth would require to apply and submit the fee once on the portal. The state government has already updated about the Common Eligibility Test [CET] by Haryana staff selection commission [HSSC] for filling up the different posts of group C and D category,” he added.
Rs 72 crores received through the launch of operation Shudhi
To improve irregularities in the transport department, the state government had launched operation Shudhi, as a result of which the government has recovered an amount of Rs 72 crore in the last five months from November 2020 to March 2021, as many as 25289 challans were issued, of which 22431 challans got cleared.
